French police carried out a raid at the Paris offices of Elon Musk’s social network X and prosecutors have summoned Musk to a hearing on April 20, the Paris prosecutor’s office said on Tuesday. The action expands a year-long inquiry into suspected abuse of algorithms and fraudulent data extraction by X or its executives, and follows complaints about the platform’s AI chatbot, Grok.
Prosecutors said the probe will now also examine allegations including the detention and diffusion of child‑pornographic images and violations of image rights through sexually explicit deepfakes. The investigation is being led by the prosecutor’s cybercrime unit, together with the French police cybercrime unit and Europol.
What investigators are examining
Officials said the inquiry began after a lawmaker filed a complaint alleging biased algorithms had likely distorted the operation of an automated data processing system. The scope has since widened to cover a range of potential offences related to X’s data handling and automated systems.
- Suspected abuse of recommendation or ranking algorithms
- Fraudulent extraction or processing of user data
- Alleged detention and diffusion of images of a child‑pornographic nature
- Violation of image rights via sexually explicit deepfakes
Who was summoned
Musk and former X chief executive Linda Yaccarino were summoned to appear on April 20. Other X staff have been called as witnesses. Summons issued by the prosecutor are mandatory, though authorities say they are harder to enforce for people who do not live in France.
Glad to see that my complaint from January 2025 is yielding results! In Europe, and particularly in France, the Rule of Law means that no one is above the law.
Eric Bothorel, French lawmaker, on X
X did not immediately comment. Musk has previously denied the initial accusations, calling the inquiry a "politically-motivated criminal investigation" in July. The prosecutor’s office described the current phase of the probe as "part of a constructive approach, with the aim of ultimately ensuring that the X platform complies with French laws, insofar as it operates on national territory."
Next steps and legal possibilities
After the April hearing, authorities may decide to close the matter, continue the probe, or place suspects under formal investigation. If the investigation proceeds, it could lead to further summons, searches or arrests, depending on findings. Cross-border enforcement can complicate compulsory appearances for executives who live outside France.
The prosecutor’s cybercrime unit is collaborating with national police cyber teams and European agencies. That co-ordination reflects how inquiries into large platforms often involve multiple jurisdictions and technical expertise when alleged offences concern automated systems and AI.
Why this matters for users and platforms
Regulators and lawmakers across Europe are increasingly scrutinizing how social platforms use algorithms, handle user data and deploy AI tools. Investigations like this test whether platforms that operate in European markets meet local legal standards on privacy, content moderation and image rights.
The widening probe also underscores growing concern about AI-generated content. EU regulators have already opened an inquiry into Grok over sexually explicit deepfakes, and French authorities say allegations tied to the chatbot prompted the expansion of the investigation.
A changing line of communication
The Paris prosecutor’s office said it will no longer use X for official communications, and will instead post updates on LinkedIn and Instagram. The decision signals a shift away from the platform amid the investigation.
The case remains active. The hearing on April 20 will be a key moment for investigators to determine whether to advance allegations into formal charges, or to scale back the inquiry based on testimony and evidence.
